Summary: Since Olivia shot her stepfather, she's lived in fear of him coming back for her. Face to face with Kate, who had succeeded in killing Wayne, she struggles with turning her in.
It had been Olivia’s own history with her stepfather that had led to her desire for a career in law enforcement from a young age, yet it was her same history with her stepfather that led her to the one time in her career where she found herself feeling unable to bring a perpetrator in.
Olivia looked at Kate Austen, and thought that this was not what she had wanted to achieve in her law enforcement career; she had wanted to bring justice to men like her stepfather, and to this Wayne Janssen, but had not considered the idea of taking down people like Kate who had fought back. Kate may have been on the run, cast aside by her mother, yet Olivia envied her in a way; Kate had succeeded where Olivia had failed, at least she knew she was safe now from further contact with Wayne, where Olivia was reminded of her own stepfather every year with the birthday cards, never knew where he was, still found herself looking over her shoulder in case he returned.
Olivia and Kate were technically on opposite sides of the law, yet in another way they were both on the same side; while Olivia knew she would have to bring her in if Kate put another foot wrong, at the same time she did not feel guilt at giving Kate a head start.
